Briefing Paper 13: Community empowerment

This paper outlines the focus of community empowerment in transformational regeneration and local housing management in Glasgow. A framework for community empowerment is developed that informs GoWell's work, and a model of the factors that influence it. Key findings are identified from the research and policy recommendations are made.
